Mr. Talbot (F.0.) rang up today. I
understand that now that the Canton route for the
importation of munitions into China is closed (at
any rate as far as the Chinese Govt. are concerned),
the route from Burma to Yunnan is likely to be
considerably developed.
The question of the development of the road
and possibly of the railway on this route has been
raised on other papers and need not be considered
here. I understand, however, that the F.0. wish to
obtain, if possible, the figures for the importation
of munitions to China through Burma, and I promised
to let the Burma Office have a specimen copy of the
returns supplied by Hong Kong as some kind of
guidance.
Since then I have spoken to Mr. Morley (1.0.),
who is the officer concerned, and told him of the
system of "Huchaos" required by the Hong Kong Govt.
He does not think that this will be required in
Burma.
